Document Description
The purpose of the project is to upgrade existing stream gaging infrastructure at three sites and install one new gaging station which will contribute to important flow data as a part of the California stream gage network. Watershed Protection District (WPD) has been awarded grant funding through the Stream Gage Improvement Program (CalSlP) to conduct the improvements. Work involves no new maintenance in the streams, less than 10 square feet of concrete footing and bollards installed in previously disturbed areas, little to no vegetation removal or trimming, and no damage to scenic resources. No substantive increase in maintenance or site visits would occur for the existing stations; monthly to quarterly gage visits for data collection and gage maintenance would occur for the new site at Santa Clara River. The work falls under Categorical Exemption Article 19, Section 15301, Class 1 and Section 15304, Class 4.

Reasons for Exemption
The project falls under Class 1 Section 15301-Existing Facilities for the upgrades to three existing gage systems because it comprises operation, maintenance, and minor alteration of existing facilities involving negligible or no expansion of use. This includes alterations for the Lake Casitas, and Hopper Creek, and Arroyo Tapo station upgrades. The new Santa Clara River station at either proposed location would be affixed to an existing bridge or culvert, therefore is also considered minor alteration of an existing facility (bridge). This work will not impact the surrounding habitat or cause ground disturbance.
