Document Description
To restore the site to pre-flood conditions, the recommended repair work consists of excavating the damaged portion of the levee at a 1H:1V (horizontal: vertical) and backfilling with approved levee fill material. The final levee slope will match the adjacent undamaged slopes. Material will be benched into the existing levee to provide a good interface.

Reasons for Exemption
A state of emergency was proclaimed on March 1, 2023 by Governor Newsom to address the storms that swept across California beginning in late February 2023. On March 12, 2023, the Governor issued a proclamation to include additional counties to the state of emergency, including San Joaquin County. The project is statutorily exempt from CEQA pursuant to Public Resources Code Section 15269 (a), Emergency Projects, because the project involves repair work to flood damaged levees in disaster-stricken areas caused by the storm events in which the state of emergency was proclaimed.
