Mokelumne River Integrated Conjunctive Use Program
Description
MICUP is a proposed coordinated effort to put unappropriated Mokelumne River water to beneficial use in the Subbasin through approval of Water Right Application 29835 (A029835). The County, as lead agency, proposes to implement MICUP together with the following Partner Agencies: North San Joaquin Water Conservation District (NSJWCD), Stockton East Water District (SEWD), and City of Stockton. MICUP would entail diverting unappropriated Mokelumne River water either to serve existing beneficial uses, such as agricultural irrigation and municipal and industrial water supply demands, or to recharge surface water to underground storage for later extraction from existing production wells to meet existing demands. Under A029835, as amended, MICUP would divert up to 110,000 acre-feet per year (AFY) between December 1 and June 30, using a combination of existing and proposed infrastructure. In addition, up to 48,000 AFY of water stored in Camanche and/or Pardee Reservoir by East Bay Municipal Utilities District (EBMUD) under existing operations could be allocated to MICUP if EBMUD determines it has stored water in excess of EBMUD's needs and legal and/or operational obligations, including contract obligations to Woodbridge Irrigation District and NSJWCD. The Water available under MICUP would serve existing Partner Agency demands currently met with groundwater pumping. The proposed MICUP diversions would be junior to all existing water rights on the Mokelumne River.
