Supplemental Environmental Impact Report for Focused Update to the Piru Area Plan

Description

The Ventura County Public Works Agency received a request to evaluate the reduced parking on the west side of Main Street between Via Fustero and Sacramento Street, along with the need for a dedicated left turn pocket located on northbound Main Street for access to the Fillmore Piru Citrus Association packing plant. These improvements, along with the removal of the center concrete median at the southern leg of the intersection of Main Street and Via Fustero required by mitigation measure T-5 from the 2006 Focused Update to the Piru Area Plan EIR, were recently installed as part of the residential housing developments along Main Street. Between the concrete median and left turn pocket, a painted center median was installed, which serves as an area to permit northbound and southbound left turns without disrupting the flow of the respective through traffic. Pursuant to Section 15163(b) of the CEQA Guidelines, the Draft SEIR will contain only the information necessary to make the previous EIR adequate for the project as revised, which includes the elimination of the center concrete median at the southern leg of the intersection of Main Street and Via Fustero (EIR mitigation measure T-5). The elimination of the center concrete median will result in the following physical improvements that are provided for informational purposes only, and are not the subject of the Draft SEIR. • Removal of the painted two-way left turn pocket which was formed between the aforementioned concrete median and left turn lane • Restoration of the parallel parking along the western side of Main Street between Via Fustero and Sacramento Street; and • Elimination of the northbound left turn lane into the packing plant.
