Document Description
The project proposes to rehabilitate CMP pipes located outside City Right-Of-Ways using trenchless pipe-lining methods, including Cured-In-Place Pipe (CIPP) and Geopolymer Pipe linings. CIPP will be utilized for existing pipes measuring less than 30 inches in diameter while Geopolymer Pipe liner will be used for
pipes measuring 30 inches or greater in diameter. For each of these pipe-lining methods, construction activities will include cleaning the pipe; filling depressions with mortar concrete; installing the liner via pull in method, spray application method, or spin-cast application method, as applicable; and conducting the final closed circuit televisions inspection.
Of the 23 locations where CMP lining is proposed, six (6) locations (#16, #17, # 18, #20, #21, #22) are within or adjacent to Multiple Species Conservation Plan (MSCP) open space preserve lands and will require Avoidance and Minimization Measures to be implemented during construction in accordance with Section 7.5.2 Adjacency Management Issues of the City's MSCP Subarea Plan.

Reasons for Exemption
The City of Chula Vista conducted an environmental review and determined the project is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301 (Existing Facilities), which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use and 15302 (Replacement or Reconstruction), which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The exceptions listed in State CEQA Guidelines Section 15300.2 would not apply in that no cumulative impacts were identified, no significant effects on the environment were identified, the project is not adjacent to a scenic highway, no historical resources would be affected by the action, and the project was not identified on a list of hazardous waste sites pursuant to Section 65962.5 of the Government Code.
