Document Description
The project proposes removal and disposal of the existing 8-inch steel pipe. Other work includes restoring the levee crown with aggregate base in kind. All work including excavation and backfill will be performed in accordance with California Code of Regulations, Title 23, Waters, Division 1 (Title 23), Section 120 –Levees standards. This removal work aligns with the Supplement to Standard Operation and Maintenance Manual of “Unit No. 113 – (Revised); East Levee of Yolo Bypass, North Levee of Miner Slough, West Levees of Sutter Slough, Elkhorn Slough and Sacramento River All Bordering Reclamation District No. 999; October 1966”, Section 3-01, which states that “in the event of serious damage to the project works… the State representative will give assistance or advice, or will determine appropriate action to be taken”.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
