Document Description
The project proposes to transform approximately 1.75 miles of Palm Avenue between Rainbow Drive and Georgia Street in the City of Imperial Beach into a context-sensitive, multimodal corridor that improves safety, access, mobility, drainage, and aesthetic character. The project is designed to accommodate all users, including pedestrians, cyclists, transit riders, and motorists, by reconfiguring the existing right-of-way and integrating modern completestreet infrastructure in support of local and regional transportation goals. The project is divided into 11 segments each with tailored design considerations based on right-of-way constraints, adjacent land uses, and operational needs. Offsite or secondary actions may include utility relocations, contractor staging, material storage, and temporary lane closures or detours during construction. The project would require discretionary approvals, including a Coastal Development Permit, and coordination with agencies such as the California Coastal Commission, California Department of Fish and Wildlife, and the Regional Water Quality Control Board, as applicable. The project is consistent with the City’s General Plan, Bicycle Master Plan, and Climate Action Plan, and is designed to support regional initiatives including SANDAG’s Border to Bayshore Bikeway and 9th Street Active Transportation Enhancements.
