Document Description
The purpose of this project is to improve ADA accessibility at Bethany Reservoir State Recreation Area to bring the public use areas into compliance with California State Parks accessibility guidelines and create an overall more enjoyable and inclusive experience for visitors. State Parks staff and a contractor will complete improvements in the following areas:
Park Access Road
Excavate up to 375, approx. 10-in. wide by 3-ft feet deep holes, separated by a maximum of 8 feet;
Install approx. 2,160 linear feet of peeler-style fence along both sides of the main park road; and
Backfill around the posts with excavated materials to secure.
Main Parking Lot
Convert two (2) standard parking spaces into two (2) solar-powered EV (electrical vehicles) charging station parking spaces and restripe and sign for identification.
Day-Use Areas
Remove non-native trees as needed, excavate and level area, and pour concrete pads for up to seven (7) ramadas;
Construct an approx. 16-ft long by 34-ft wide by 11-ft high ADA compliant ramada on the concrete pad;
Install four (4) ADA compliant concrete picnic tables under the ramada and attach trash receptacles to the frame of the ramada;
Construct up to six (6) additional approx. 8-ft long by 16-ft wide ramadas in additional day-use areas;
Install a single ADA compliant concrete picnic table under each ramada and attach a trash receptacle to the frame of each ramada;
Excavate up to eight (8) approx. 10-in. wide by 3-ft deep holes and install one (1) BBQ pit stand into each hole, backfill with excavated materials and secure with concrete;
Construct a three-sided peeler fence wind screen approx. 4-ft away from each BBQ pit, with 3- to 5-ft wide turnaround areas, to reduce wind-borne fire risk;
Remove non-native trees as needed and excavate and install two (2) ADA double vault restrooms in the day-use areas; and
Use DG to construct a sloped, accessible route of travel from an ADA double vault restroom to the larger accessible day-use ramada as well as to an accessible parking stall.
Boat Dock and Fishing Pier
Remove and dispose of the existing 70-ft long by 6-ft wide boarding dock and replace it with a new 70-ft long by 8-ft interlocking aluminum-frame boat boarding float;
Install an approx. 40-ft long by 64-in. wide aluminum deck gangway with a 42-in. high guardrail and attach to an existing concrete abutment via a gangway hook and shackle connection;
Install an approx. 20.5-ft by 20.5-ft floating aluminum deck fishing pier with guardrail and connect to the gangway; and
Construct an approx. 18.5-ft by 18-ft accessible concrete van parking stall with an accessible curb ramp, connected to the gangway bridge and floating fishing pier via an ADA compliant 5-foot wide concrete walkway.

Reasons for Exemption
The project consists of the operation, maintenance, or minor alteration of existing public or private structures, facilities or topographical features, involving negligible or no expansion of use beyond current levels; replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced; construction and location of limited numbers of new, small facilities or structures, and is included as “Utility repairs or minor upgrades”, “Modifications of existing facilities for disabled access” and “Construction or installation of park facilities, such as signs” in the Department of Parks and Recreation’s list of exempt activities in accordance with CCR § 15300.4; and minor public or private alterations in the condition of land and/or vegetation which do not involve removal of healthy, mature, scenic trees.?
