Document Description
The Midpeninsula Regional Open Space District (District) is proposing to install a bench at the junction of Hayfield Trail and Sevens Springs Trail Connector in the Fremont Older Open Space Preserve in commemoration of one of the District's founding Board members, Kay Duffy. Installation of the commemorative bench is consistent with the District's Board Policy 5.01 Site Naming, Gift and Special Recognition. The bench would be designed with standard recycled composite plastic/wood lumber that is long-lasting, durable, environmentally friendly and low maintenance. Bronze plaques 2 x 6 inches in size would also be installed on the bench. Support posts will be embedded in concrete to stabilize the bench. Approximately 5 square feet of vegetation (grass) removal and minor grading would be required to clear and level the area where the bench would be located.

Reasons for Exemption
Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The proposed project includes the installation of one bench in Fremont Older Open Space Preserve.

Reasons for Exemption
Class 4 consists of minor public or private alterations in the condition of land, water, and vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes; including but not limited to: Class 4 (a) Grading on land with a slope of less than 10 percent. Minor grading and vegetation removal would be completed to clear and level the area where the bench would be installed. No healthy, mature, or scenic trees would be removed.
