Reasons for Exemption
Pursuant to Section 15301 of the CEQA Guidelines (Class 1 – Existing Facilities), a portion of the project consists of the minor alteration of existing public facilities involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Specifically, the mounting of ALPR cameras and solar equipment to existing traffic signal or streetlight poles within public right-of-way qualifies under Section 15301(b), which applies to existing highways, streets, sidewalks, and related facilities. These installations do not expand roadway capacity, alter traffic patterns, or result in ground disturbance. In addition, pursuant to Section 15303 of the CEQA Guidelines (Class 3 – New Construction or Conversion of Small Structures), the project includes installation of small new accessory structures consisting of breakaway support poles with minimal concrete foundations to support ALPR cameras and solar panels. Section 15303(e) applies to the construction and installation of small new equipment and accessory structures. The footprint of each new installation is limited and does not involve substantial grading, roadway expansion, or increased traffic capacity. The project therefore qualifies for categorical exemptions under CEQA Guidelines Sections 15301 and 15303. The project is not subject to any of the exceptions to categorical exemptions set forth in CEQA Guidelines Section 15300.2.
