Reasons for Exemption
Pursuant to Section 15301 of the CEQA Guidelines (Class 1 -
Existing Facilities), the project consists of the minor alteration of an existing public facility involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.
Section 15301 (b) applies to existing highways, streets, sidewalks, and related facilities. The proposed project involves mounting ALPR equipment to an existing traffic signal or streetlight pole within public right-of-way. The installation does not expand the physical footprint of the facility, does not increase roadway capacity, and does not result in ground disturbance. The project constitutes a minor alteration of an existing public facility with no expansion of use
and therefore qualifies for a Class 1 Categorical Exemption under CEQA Guidelines Section 15301.
