A Special Development Permit to allow the proposed project to deviate from the following development standards: a. Public Street Frontage (Section 5.4.2.B, Table 5.7.A [8]): Up to two lots may be served by a private drive without meeting the public street frontage requirement. As proposed, four lots will be served by a private drive. 3. A Design Review to determine substantial compliance with the Sacramento County Countywide Design Guidelines (Design Guidelines). Reasons for Exemption
Class 15 consists of the division of property in urbanized areas zoned for residential, commercial, or industrial use into four or fewer parcels when the division is in conformance with the General Plan and zoning, no variances or exceptions required, all services and access to the proposed parcels to local standards are available, the parcel was not involved in a division of a larger parcel within the previous two years, and the parcel does not have an average slope greater than 20 percent. The proposed project includes the split of a 0.94-acre parcel into two parcels. The subject property is located in an urbanized area as identified by United States 2020 Census Urbanized Area maps and the project includes a division of land which would be in conformance with the County's General Plan and Zoning Ordinance even with a variance or development exception. The project site will result in four new parcels which will be accessed by a shared, private drive, with connections to public utility services.
