Document Description
The proposed scope of work includes chip sealing and slurry sealing of the existing paved roadway throughout the project limits. Specifically, the existing pavement surface will first receive a chip seal consisting of a graded aggregate applied with a rubber-modified asphalt binder. Immediately following aggregate application, the surface will be compacted using steel drum rollers and rubber-tired rollers to achieve proper aggregate embedment and ensure optimal adhesion.
All work activities are confined to the existing paved roadway and will occur from edge of pavement (EP) to edge of pavement (EP) becoming the PIA. No construction activities are proposed beyond the pavement limits; therefore, no ground disturbance outside the roadway prism is anticipated. Project specifications will likely require the use of vacuum sweepers to collect loose aggregate and debris, ensuring compliance with waste management and water quality protection measures by preventing material from leaving the roadway.

Reasons for Exemption
The proposed project is exempt under CEQA Guidelines Section 15301 (Existing Facilities) because it consists solely of routine maintenance of an existing paved roadway. The work includes chip sealing and slurry sealing within the existing roadway prism, from edge of pavement to edge of pavement, with no expansion of the roadway. All activities will occur on previously disturbed pavement surfaces, and no ground disturbance or work outside the roadway. The project will not result in a significant environmental effect.
