Document Description
The project proposes to correct two failing water systems by installing water delivery infrastructure and connecting 97 existing homes to the City of Porterville's community water system. The project encompasses two physically separate areas: East Plano and Grandview Gardens.
The East Plano component would begin at the existing City of Porterville 8” water main in E. Worth Avenue, installing approximately 600 feet of 8-inch PVC water main and 80 feet of 4-inch PVC water main in Paul Street heading south. It would include 14 1-inch water services, meters, and meter boxes, fire hydrants, and an appurtenant tie-in assembly plus elbows, tees, and valves. It would cut, cap, and abandon in place the existing water main (size unknown) in Paul Street and demolish the existing well station at the southern end of Paul Street. All existing water meters and meter boxes would be removed.
Grandview Gardens currently has a temporary City water connection feeding the system. The Grandview Gardens component the project would install a total of approximately 3,320 feet of 8-inch PVC in S. Matson Avenue, N. Prospect Street, and W. Meril Avenue, W. Baker Street, and N. Westside Street and 25 feet of 6-inch PVC water main in N. Prospect Street. Tie-ins would be made to the existing 12-inch water main in W. North Grand Avenue and the existing 10-inch water main in W. Meril Avenue. The project would install 83 1-inch water services with meters and meter boxes. Of those, 19 would connect to the existing 10-inch water mains in W. Meril Avenue and N. Douglass Street. The remainder would connect to the new 8-inch and 6-inch water mains: 28 in N. Matson Street, 28 in N. Prospect Street, 3 in W. Baker Street, 2 in N. Westside Street, and 1 in W. Meril Avenue. The project also includes hydrants and appurtenant tie-in assemblies, elbows, tees, and valves. Existing 4-inch water mains throughout the project area would be cut, capped, and abandoned in place and the existing well station on the west side of S. Matson Street approximately 220 feet north of W. Grand Avenue would be demolished. Existing blow-offs throughout the project area would be removed.

Reasons for Exemption
All residences to be served by the project are currently connected to one of two existing water systems, both of which are outdated and failing. The project consists of installation of various segments of water main, water services and meters, hydrants, and underground appurtenances to connect the existing residences to the City of Porterville water distribution network along with abandonment, removal, and/or demolition of the facilities being replaced. Although the new water mains are larger than the existing mains being abandoned, that is solely to comply with current standards for health and safety, including fire suppression, and is not intended to increase capacity. Further, the properties being served are fully developed and the new pipeline network is internal to the two project areas (i.e., there is no potential for increased water delivery to undeveloped properties as a result of the project).
