Document Description
The Project will consist of a medium indoor license located in an existing 7,500 SF (0.17 acre) site zoned for Light Manufacturing, M2-1 at 14737 Calvert Street, Van Nuys, CA 91411 (APN 2241-018-019). Abutting uses include medium residential and light manufacturing uses within 200 feet of the site. The immediate area along Calvert Street is predominantly developed with Medium Residential uses, zoned [Q]R3-1 and Light Manufacturing, zoned M2-1. The applicant states that existing structures will remain with no expansion proposed, though tenant improvements to the exterior and interior are required as the site was previously an auto repair and paint shop in a structure built in 1958. The project is located within an established, fully developed, neighborhood and thus has no value as habitat for endangered, rare or threatened species. Existing City sewer service is provided to the project site, and water and electricity are provided by the City of Los Angeles Department of Water and Power. Operations would be Monday to Friday from 9:00 a.m. to 5:00 p.m. Pre-application review has found the project to be consistent with Los Angeles county planning and zoning

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and Class 32 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 32 Categorical Exemptions are consistent with applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations, occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses, has no value, as habitat for endangered, rare or threatened species, would not result in any significant effects relating to traffic, noise, air quality, or water quality, and can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
