Document Description
As part of the California Stream Gage Improvement Program, the California Department of Water Resources has executed a contract with Napa County to upgrade three existing stream gages on Milliken Creek (Atlas Peak Rd. bridge), Redwood Creek (near Redwood Rd./Forest Rd. intersection) and the Napa River (Berry St. bridge) and install two new stream gages on Conn Creek (Skellenger Ln. bridge) and Dry Creek (Solano Ave. bridge). The existing stream gages on Milliken Creek, Redwood Creek, and Napa River would be upgraded by replacing the equipment within the existing cabinet enclosures, replacing conduit where necessary, and installing solar panels to the gages. The two new stream gages on Conn Creek and Dry Creek would include the installation of radar sensors on the existing bridge structures with telemetry equipment and solar panels installed on or adjacent to existing bridge structures. Proposed activities would take place on existing bridge structures and/or within previously disturbed areas outside of the stream channel with hand and power tools.

Reasons for Exemption
Proposed upgrades at three locations would occur within the same footprint of the existing stream gage stations and provide the same purpose. Proposed upgrades and installations may result in temporary minor ground disturbance within previously disturbed areas adjacent to existing bridge structures and would provide real-time data, monitor hydrologic conditions, and provide hydrological information to the public. Proposed activities qualify for categorical exemptions 15302 (Replacement or Reconstruction), 15304 (Minor Alterations to Land), and 15306 (Information Collection). Proposed activities will not result in a significant impact to the environment and none of the exceptions described in CEQA Guidelines Section 15300.2 apply. Proposed activities would not require the use of heavy equipment, tree removal, or work within the streambed or bank.
