Reasons for Exemption
The Director of Environmental Planning has reviewed
the requested action and determined that it is exempt from the California Environmental Quality Act (CEQA) under State CEQA
Guidelines Section 15061(b)(3) – Common Sense Exemption, which states CEQA only applies to projects which have the potential
for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that the projects for
which funding would be allocated under the PFIP would have a significant impact on the environment, as they would reduce
greenhouse gas emissions, air pollution, and public health impacts to the communities adjacent to goods movement corridors
and facilities.
