The Director of Environmental Planning has reviewed the requested action and determined that it is exempt from the California Environmental Quality Act (CEQA) under State CEQA Guidelines Section 15061(b)(3) – Common Sense Exemption, which states CEQA only applies to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that the projects for which funding would be allocated under the PFIP would have a significant impact on the environment, as they would reduce greenhouse gas emissions, air pollution, and public health impacts to the communities adjacent to goods movement corridors and facilities.
