under Specification HD-S3243, a component of the Capital Program. Up to three (3) On-call contracts for emergency repairs,
rehabilitation, and/or replacement of Port-wide wet utility infrastructure. The proposed contract period is three (3) years from
the date of the Notice to Proceed and issued to successful bidder(s) that would support the Engineering Services Bureau in
balancing Maintenance Division peak workloads to adequately respond to an emergency.

The Class 1 Categorical Exemption consists of the operation,
repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical
equipment, or topographical features, involving negligible or no expansion of existing or former use. The project involves the
authorization to advertise for bids for on-call emergency wet utilities services. Based on bids received, the Port would enter into
contracts with contractors to perform the repair, rehabilitation, and/or replacement of existing Port-wide wet utilities
infrastructure under Specification HD-S3243. The project involves negligible or no expansion of existing or former use.

The Class 2 Replacement or Reconstruction
Categorical Exemption consists of the replacement or reconstruction of existing structures and facilities where the new
structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as
the structure replaced. Based on the bids received, the Port would enter into contracts with contractors for work involving
replacement of wet utilities structures including potable water pipes, valves, hydrants, sewer pipes, manholes, storm drain lines,
catch basins and other appurtenances.

Reasons for Exemption
The Class 4 Categorical Exemption for Minor
Alterations to Land, Section 15304(f) of the State CEQA Guidelines consists of minor trenching and backfilling where the surface
is restored. On-call emergency wet utilities services performed by contractors selected through the bid process would
potentially involve trenching and excavation to repair, rehabilitate, and/or replace wet utilities.
