Document Description
The scope of work will include removing the existing poles, placing the new poles in the same holes at varying depths between 6.5 feet and 9.5 feet, reinforcing the new poles with crushed rock, keying the poles that are near the levee by installing a horizontal wooden plank, backfilling with a slurry mixture, replacing the anchors, and restoring all disturbed areas to pre-project conditions. The poles will be accessed via Grand Island Road, and equipment will include line/bucket trucks, crew trucks, trouble trucks, and small bucket trucks.

The proposed project is located along the landside toe of the Reclamation District No. 0003 Unit No. 02 Right Bank Sacramento River Levee on Grand Island in Sacramento County. The westerly section of the line to be replaced starts at Levee Mile (LM) 1.93 (38.16647°N, 121.62123°W) and runs east to LM 3.20 (38.16789°N, 121.59966°W). The easterly portion of the line to be replaced starts at LM 3.46 (38.17079°N, 121.59661°W) and runs northeast to LM 4.19 (38.17982°N, 121.58986°W)

Reasons for Exemption
The project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. The project is also exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Finally, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
