Document Description
To restore the site to pre-flood conditions, the recommended repair work consists of excavating slumped material and reconstructing the levee slope reusing the existing or imported levee material. The site will be excavated to approximately 3 feet below the failure plane and will follow an approximate 2H:1V slope. The excavation will be benched, and new fill engineered levee fill material keyed-in to the existing slope to ensure a good bond. The final levee slope should match the pre-construction and adjacent slopes. No subsurface dewatering will be required to meet compaction requirements.

Notice of Exemption
Exempt Status
Declared Emergency
Type, Section or Code
Sec. 21080(b)(3); 15269(a)
Reasons for Exemption
A state of emergency was proclaimed on March 1, 2023 by Governor Newsom to address the storms that swept across California beginning in late February 2023. On April 20, 2023, the Governor issued an additional proclamation to include additional counties to the state of emergency. The project is statutorily exempt from CEQA pursuant to Public Resources Code Section 15269 (a), Emergency Projects, because the project involves repair work to flood damaged levees in disaster-stricken areas caused by the storm events in which the state of emergency was proclaimed.
