The assessment district encompasses the Berryessa Estates subdivision located on the northwest side of Lake Berryessa off of Stage Coach Canyon Road approximately 3.5 miles east of Butts Canyon Road in Northern Napa County. The equipment storage unit would be located adjacent to Pond #8 within the existing facility located on APN 015-080-009-000. The site accessed from a paved driveway adjacent to 2446 Stage Coach Canyon Road, Pope Valley Ca (APN 016-224-001) the northeast corner of the subdivision, near the intersection of Stage Coach Canyon Road and Deputy Drive.

Reasons for Exemption
The project consists of installation compact gravel base for placement of steel storage container. The project will not involve vegetation trimming or removal, and mature trees will be completely avoided. Pursuant to CEQA Section 15300, the proposed project would be considered Categorically Exempt based on at least one Exemption Class. The project is not anticipated to impact any known environmentally sensitive area, and its impact on the environment is insignificant, individually and cumulatively. There is no reasonable possibility that the project will have a significant effect on the environment, or damage scenic resources because it consists of the placement of storage unit (an accessory structure) within an existing facility, that will storage materials necessary for continued maintenance and operation of the existing facility and will be located in an already disturbed and developed, and which already contains adequate site access. Pursuant to Sections 15022(a){1)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The proposed project would therefore be Categorically Exempt from the provisions of CEQA pursuant to Title 14 CCR Section 15301 Class 1 - Existing Facilities. Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public; or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The proposed accessory structure, a storage container, does not expand the use of the existing facility and simple provides a storage area for equipment to allow for the continued maintenance of the existing LBRID facility. This determination is solely based on information provided by Christopher Silke, Napa County Public Works, which is attached to this letter. Should the proposed project be modified or new evidence be presented that environmental impacts have not been fully disclosed, this determination would not be valid.
