This is a Notice of Determination to adopt a Negative Declaration for the project that proposes extending the Keyes Community Services District Sphere of Influence south of East Keyes Road to Barnhart Road and annexing the proposed property. The new Sphere of Interest will be coterminous with the Keyes Community Plan boundary so that the KCSD can provide water and sewer service to existing and future projects in this area.
