Document Description
To construct a 204-acre mitigation bank, with 4 acres not associated with bank credits, by selectively notching the existing agricultural berms along the Cosumnes River ‘mainstem’ and the Cosumnes River ‘west branch’ and constructing a series of shallow swales and secondary pilot channels to promote flow onto and across the floodplain for the development, restoration, and protection of wetland, riparian, and riverine habitat within the Cosumnes River floodway. The project also includes revegetation, re-distributing 30,200 cubic yards of native material to form an undulating floodplain surface, and placement of erosion control. This permit supplements and where in conflict supersedes Permit No. 19943 that was issued to Westervelt Ecological Services, LLC on September 11, 2025.

Reasons for Exemption
The Board previously issued Permit 19943 and a CEQA Notice of Exemption for the project on September 11, 2025, and subsequently filed with the State Clearinghouse on September 12, 2025 (SCH No. 2025051267). Permit 19943-1 supplements and where in conflict supersedes Permit 19943, which includes changes to the Board permit conditions. The scope of the project has not changed. The Board has determined that the issuing of 19943-1 is ministerial (Public Resources Code Section 21080(b)(1) and California Code of Regulations Sections 15300.1 and 15369) and the CEQA Findings for Permit 19943 remain applicable.
