On December 9, 2025, the North Coast Regional Water Quality Control Board (Regional Water Board) issued this Statewide Restoration General Order Notice of Applicability (NOA) to Caltrans. This Project will address a barrier to fish passage on Hartsook Creek by removing the existing box culvert and replacing it with a concrete bridge. This notice is to advise that the Regional Water Board issued the above-described NOA on the date signed below.

Reasons for Exemption
On November 4, 2024, Caltrans, District 1, the Lead Agency, determined that the Project is categorically exempt pursuant to Public Resources Code section 15333 Small Habitat Restoration Projects. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, The Regional Water Board, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA. The project is a small habitat restoration project under 5 acres that will remove a barrier to fish passage and improve fish habitat and wildlife connectivity by replacing a box culvert with a full span solution. Project design is in accordance with published CDFW guidelines. The project will have no significant adverse impact on special-status species or their habitat, will not disturb or remove hazardous materials, and will not have impacts that are cumulatively significant.
