Document Description
The original project included replacing ~3,200 feet of the existing water mains with new 4-inch polyvinyl chloride (PVC) water mains and replacing the 32 existing water service lines. The purpose of the project is to replace failing and aging water infrastructure to provide safe and reliable water to customers. The revised project includes the following improvements: • Replacing ~3,200 feet of the existing water mains with new 6-inch polyvinyl chloride (PVC) water mains. • Replacing the 32 existing water service lines. • Installation of water meters with backflow preventors at the existing 32 residences. • Installing a concrete masonry unit (CMU) block building around the well head. • Upgrading all electrical equipment including well pumps, flow meter, and conduits. • Replacement of an existing 900-gallon hydropneumatic tank with a new 13,000-gallon hydropneumatic tank to meet maximum day demand. • Installation of an emergency standby generator with an automatic transfer switch. All work would be completed in previously disturbed areas, and no trees would be removed to accommodate the proposed improvements. Paved roads would be repaved following the installation of the water main improvements.

Reasons for Exemption
Class 1 covers the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Class 2 covers replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. Class 3 covers the construction and location of limited numbers of new, small facilities or structures, and the installation of small new equipment and facilities in small structures. The project is consistent with the exemptions noted above because work would consist of replacement of the existing water mains, water service laterals, old electrical equipment, and hydropneumatic tank; construction of a small structure; and installation of health/safety monitoring devices (water meters with backflow preventors) and a new generator. All work would be completed in previously disturbed areas within public road ROWs, and the ground surface would be restored following construction. No expansion of the water system would occur. As documented in the original Notice of Exemption (SCH 2024100476), the proposed project would not have a significant effect on the environment due to unusual circumstances; would not result in damage to scenic resources within a Scenic Highway; is not located on a hazardous waste site pursuant to §65962.5 of the Government Code; would not cause a substantial adverse change in the significance of a historical resource; and would not result in cumulative impacts. The proposed modifications would not change project impacts, and no new potentially significant impacts would occur.
