Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMSSDO-64984-R5 pursuant to Fish and Game Code section 1602 to the City of Oceanside.
The Project is limited to the construction, installation, replacement, and rehabilitation of underground wastewater conveyance infrastructure. The Project will install 1) approximately 15,000 feet of the 36-inch Oceanside Mesa Garrison (OMG) Force Main, 2) 10,000 feet of the 24-inch Mission Avenue Lift Station (MALS) Force Main, 3) 700 feet of new 22-inch HDPE Bypass Pipeline, 4) 1,500 feet of a new 24-inch gravity main pipeline, 5) 1,000 feet of 24-inch diameter gravity sewer with inverted siphon crossing beneath Garrison Creek, and 6) construction of the new El Corazon Lift Station (ECLS). Project activities include vegetation trimming and clearing, grubbing, grading, trenching, excavation of concrete-lined and earthen channel material, and pipeline improvements mentioned above. The majority of the pipelines will be installed using conventional cut-and-cover methods. Trenchless installation methods will be employed where the pipeline crosses beneath the San Luis Rey River, an existing concrete drainage channel north of the City’s Mission Basin Groundwater Purification Facility (MBGPF), the Caltrans right-of-way (ROW) at State Highway 76 and Mission Avenue, and the portion of the pipeline extending northwest from Garrison Street to the new ECLS.

The Project is located in the City of Oceanside, County of San Diego, State of California. The linear alignment for Project activities spans from the San Luis Rey Water Reclamation Facility (3950 North River Road) south to Garrison Creek (322 Garrison St). Project activities subject to this Agreement include trenchless pipeline installation beneath the San Luis Rey River and Garrison Creek corridors, as well as within ten ephemeral drainage features located within developed and disturbed urban and suburban areas. These features consist of earthen-bottom and concrete-lined channels that convey stormwater flows and are tributaries to the San Luis Rey River.
