The Program consists of individual wastewater utility improvement projects spanning from the San Luis Rey Water Reclamation Facility to the terminus of the Oceanside Land Outfall at the La Salina Wastewater Treatment Plant. The Program includes underground improvements and a new lift station, including the Oceanside Mesa Garrison Lift Station and Force Main, Land Outfall Replacement, Mission Avenue Lift Station Force Main, and Mission Avenue Gravity Sewer Lining and Replacement.
