Document Description
COASTAL DEVELOPMENT PERMIT for the construction of a three-story multi-dwelling unit structure, totaling 13,981 square feet. The project proposes 20 units, including one affordable unit, utilizing a density bonus request via the City's Affordable Housing Regulations. The project would also include various site improvements, such as a new sidewalk, improvements to the existing sidewalk, the removal of a driveway and a light pole, new water and sewer services, and landscaping. Allowable waivers from development regulations are being requested pertaining to the floor area ratio, open space requirements, motorcycle parking, and lockable bicycle enclosures. The 0.143-acre site is located on an existing vacant parking lot between Mission Bay Drive and Revere Avenue at O Bunker Hill Street. The site is designated Community Village (0-109 dwelling units per acre) and zoned CC-3-9 per the Balboa Avenue Station Area Specific Plan in the Pacific Beach Community Plan and Local Coastal Program. This is in Geologic Hazard Category 31, Culture Sensitivity Activity: high; Parking Standards Transit Priority Area, Transit Priority Area, Complete Communities: Mobility Choices Mobility Zone 2, within the Coastal Overlay Zone (Non-Appealable) and Coastal Height Limit Overlay Zone. (Assessor's Parcel Number: 425-321-0300 and 424-321-0400). PRJ-1132845 Description of Previous Project: The City of San Diego, as Lead Agency, prepared a Program Environmental Impact Report (PEIR) No. 586601/SCH No. 2017071007 for the Balboa Avenue Station Area Specific Plan (Specific Plan) project. On August 17, 2019, the City Council adopted Resolution No. R-312604, certifying the PEIR, and adopted CEQA Findings, Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program. The project was for the approval of the Balboa Avenue Station Area Specific Plan that updated land use designations and identified mobility infrastructure improvements to capitalize on the Mid-Coast Blue Line Trolley extension within portions of the Clairemont and Pacific Beach Community Plan areas. The project required the following approvals: a General Plan Amendment, a Community Plan Amendment to the a Pacific Beach Community Plan and the Local Coastal Program; an amendment to the Clairemont Mesa Community Plan related to mobility/circulation network changes. adoption of the Specific Plan for the Balboa Avenue Station Area; and rezoning land within the Pacific Beach Community consistent with the Specific Plan.
