Document Description
The City of Brentwood (City) initiated planning for the Wastewater Treatment Plant (WWTP) Phase II Expansion Project in 2016 to expand the treatment capacity from 5 million gallons per day (MGD) average dry weather flow (ADWF) to 7.5 MGD ADWF. As originally proposed, the project included construction of a biosolids dryer building, storage silo, and stockpile area as a means of producing and storing Class A biosolids, thus facilitating additional uses and disposal methods for the biosolids. In 2016, the City prepared an Initial Study (IS) to evaluate potential environmental impacts from construction and operation of the project and adopted a Mitigated Negative Declaration (MND) on August 9, 2016.
In 2023, the City modified the project to include a different technology for drying the biosolids and added a pyrolysis system, both proposed to be located on a vacant City-owned parcel adjacent to and east of the WWTP. The City prepared a Supplemental IS to address the change in the project and adopted a Supplemental MND on November 14, 2023.
The City has further refined the project and now plans to install the biosolids dryers and pyrolysis system (BDPS) within the existing WWTP site. No project components would be located on the City-owned vacant parcel to the east of the WWTP.
