The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20, Section 66270.42 is approving an Addendum to a previously adopted Initial Study/Negative Declaration for a Class 3 Permit Modification to the existing Hazardous Waste Post Closure Facility Permit (Permit) for Tesoro Refining & Marketing Company LLC (Refinery). This Permit Modification will authorize permanent repair to a lined surface impoundment (West Basin) located at 1801 East Sepulveda Boulevard in Carson, California 90810. This Permit Modification does not include any ground disturbing activities or operational changes and all previous Post-Closure Permit requirements will remain in effect.
