Lake Drive Storm Drain and Manchester Outfall Project
Description
The project proposes the replacement of an existing failing storm drain system within the Lake Drive canyon and Manchester Avenue outfall, including removal of temporary bypass piping, installation of a new 40-inch reinforced concrete pipeline, construction of a permanent detention basin and 25-foot-wide decomposed granite maintenance road, and long-term operations and maintenance activities to reduce flood risk and protect public safety. Maintenance at the Manchester Avenue component would involve periodic sediment removal at the existing culvert outfall and J-Channel, with material exported to a landfill or permitted beach placement site. A City-owned staging area adjacent to Manchester Avenue would be used for temporary stockpiling. The Lake Drive project site is an undeveloped canyon bounded by existing residential development to the north and east, I-5 to the west, and undeveloped open space to the south and west. The Manchester Avenue project site is located within City right-of-way adjacent to the San Elijo Lagoon Ecological Reserve, with residential uses to the north. The project sites are located within areas designated for open space, residential, and ecological reserve uses, and portions occur within the Multiple Habitat Conservation Program focus planning areas. The project requires City approval of a Coastal Development Permit and associated environmental review.
