Saloon Energy Storage Use Permit (PD-25-6)
Description
The Colusa County Planning Department, in coordination with DUDEK, has prepared a Mitigated Negative Declaration for the Saloon Energy Storage Use Permit (PD-25-6). The Saloon Energy Storage LLC, is requesting approval of a Major Use Permit and franchise agreement for a proposed 150-megawatt (MW) Battery Energy Storage System (BESS) near the PG&E Cortina Substation in Colusa County. The project includes a 0.5-mile underground generation tie-line (gen-tie) connecting the BESS to the substation. The property is zoned Agriculture Exclusive (E-A) and designated Agriculture General (AG) in the General Plan. A Use Permit is required for energy generation intended for off-site use, pursuant to Colusa County Zoning Code Section 44-2.20.30. The project would occupy approximately 14.5 acres of an 18.7-acre site, with the remaining 4.2 acres left undisturbed. It would be remotely operated year-round and include components such as battery enclosures, power conversion systems, and transformers. The project site is located southeast of the intersection of Walnut Drive and East Camp Road, approximately four miles west of the community of Arbuckle. It spans portions of Assessor’s Parcel Numbers (APNs) 016-290-053 and 016-290-009 and includes the 0.5-mile gen-tie line extending west to the PG&E Cortina Substation.
