- The project proposes to consolidate four small community water systems (M-27 Willow Park Marina [consisting of Willow Park Marina (WPM) and Mariner Estates], Sandy Point Mobile Home Park,Delta Mutual Water Company, and Oakley Mutual Water Company) with Diablo Water District (DWD) to provide the small systems with drinking water that meets water quality regulations. The proposed project would construct and operate a new drinking water main distribution pipeline. The new main pipeline would be constructed within City and County rights-of-way on Sandmound Boulevard and East Cypress Road outside of Oakley, CA. This project would construct a new 12-lnch polyvinyl chloride water distribution pipeline and connect to an existing DWD main pipeline. The new pipeline would be approximately 2.6 miles long and approximately 4 to 8 feet below the ground surface. A second pipeline (approx. 2,750 feet) would be constructed in the WPM to a depth of 4 to 8 feet. Service connections would be replaced to meet Diablo Water District (DWD) standards. The new waler main pipeline would connect to the DWD water distribution system which would require temporary shutdown while the new meter is installed and service is switched to the DWD system. Limited service interruptions would be limited to 4 hours at any one time. Distrubed areas will be returned to existing or better conditions after construction. During construction, construction controls, best managment practices, and mitigation measures will be implemented to minimize impacts.
