Document Description
The District proposes to construct a new siphon with associated infrastructure to divert water from the Tehama Colusa Canal (TCC). The District intends to modify an existing Warren Act Discharge by adding a new siphon at the TCC to provide water to District lands with no provision for service and/or lands served by District re-lift stations that are at capacity. The new siphon would be welded to existing pipe that feeds into the TCC. The proposed Project also includes new pipeline of approximately 104 feet in length, a new concrete pad of approximately 15’ x 40’ x 8”, a new 2,800-gallons-per-minute (gpm) booster pump, and 10 sand media filter tanks with 300 gpm per unit capacity each. There would be no disturbance to the canal’s cement lining. The Project site for construction activities is approximately one acre, including construction staging, access, and design components.

The Project is exempt under Class 3 because it consists of the construction of a new siphon and associated small-scale water conveyance and pumping facilities, including pipeline, filtration equipment, and appurtenant infrastructure. The proposed improvements are limited in size and function as a new utility facility serving existing District lands and minimal ground disturbance is necessary.
