Categorical Exemption
Type, Section or Code
Sections 15303(e), New Construction or Converstion of Small Structures, and 15304, Minor Alterations to Land
Reasons for Exemption
The project is categorically exempt from CEQA pursuant to State CEQA Guidelines Sections 15303(e) and 15304. The project consists of a private pond accessory to an existing single-family residence and associated grading within a 0.38-acre area on an approximately 2.11-acre parcel. The pond will provide backup water for fire protection and irrigation and will not create a new residential or commercial use.
The project area is managed nonnative grassland and ornamental vegetation near existing improvements. No trees will be removed, the Biological Resources Assessment identified no environmentally sensitive habitat area or aquatic resources in the project area, and conditions require nesting-bird protection, erosion control, restoration of temporarily disturbed areas, and tribal monitoring. No exception listed in Section 15300.2 applies, and there is no reasonable possibility that the project will have a significant effect on the environment.
