Document Description
The proposed project consists of a Site Development Plan to allow for a scaffold materials storage yard on a 0.61-acre site (APN 219-531-45-00) located at 2232 La Mirada Drive. Sahara Scaffold will use the site for storage of wood planks and metal scaffolding parts. Onsite operations would include the use of a forklift to load scaffolding materials onto flat-bed trucks for delivery to construction sites. The hours of operation would be from 7:00 a.m. to 5:00 p.m., Monday through Friday. Site improvements include 720 square feet of landscaping along the street frontage, an 8-foot-tall split-face block wall to screen the open storage area from street view, a driveway approach, and a retaining wall along the property’s interior property lines. The site of the proposed project has a general plan land use designation of IG (Industrial General), and is zoned M-1 (Light Manufacturing) by Specific Plan No. 14. The 0.61-acre project site is substantially surrounded by industrial uses, and it does not contain habitat for any endangered, rare, or threatened species. In addition, the site is adequately served by all required public services and utilities; and the project approval would not result in any significant air quality, noise, traffic, or water quality impacts.

CEQA Guidelines Section 15332 – In-Fill Development Projects
Reasons for Exemption
This project has been determined to be exempt from environmental review under the California Environmental Quality Act in accordance with CEQA Guidelines Section 15332 – In-Fill Development Projects. The proposed project meets the five in-fill conditions of Class 32 exemptions: (a) The project would be consistent with the applicable designations and policies of the City’s General Plan and Zoning Ordinance: The site has a General Plan Land Use Element designation of Industrial General (IG) and is zoned M-1 (Light Manufacturing) under SP-14. The proposed use for scaffolding storage is supported by the IG land use designation and is permissible under the M-1 zoning which allows for outdoor storage when appropriately screened from street view. (b) The project would be developed within City limits on a site no more than five acres in size that is substantially surrounded by urban uses: The site is located within the substantially built-out business park and industrial area located in the southern portion of the City and is surrounded by urban development. Also, the site is .61-acre in size, which is less than 5 acres. (c) The project site does not contain any habitat for endangered, rare or threatened species: The site was previously graded and cleared of vegetation approximately 30 years ago when the adjacent roadway and several nearby industrial buildings were constructed. The site has been maintained as an exposed dirt lot, clear of any vegetation since that time, except for landscaping that was installed on the slope at the rear of the property for erosion control. (d) Approval of the project would not result in significant effects related to traffic, noise, air quality, or water quality: The project proposes minor improvements consisting of retaining and screen walls, and new landscape area at the front of the lot, which will not trigger significant effects related to traffic, noise, air quality, or water quality. The proposed aggregate base material and landscape maintenance will control dust. There are no water resources on the site that would be affected by the proposed use. (e) The site can be adequately served by all required public utilities and services: All necessary utilities are available to the site from the roadway.
