Document Description
The South Coast Water District proposes to rehabilitate approximately 5,033 linear feet of existing 6- and 8-inch vitrified clay pipe (VCP) gravity sewer mains at 18 locations within the Cities of Laguna Beach, Dana Point, and San Clemente. Work would include cleaning, inspection, and cured-in-place pipe lining installed through existing manholes, as well as 12 point repairs at 6 locations in Dana Point requiring localized excavation within the paved street right-of-way. All work would occur within existing street rights-of-way, and all disturbed surfaces would be restored. The Project would not add new connections or expand system capacity. The purpose of the Project is to extend the service life of aging sewer infrastructure and reduce the risk of leaks and sewage spills.

Notice of Exemption
Exempt Status
Categorical Exemption
Type, Section or Code
Class 1 (CEQA Guidelines Sec. 15301), Class 2 (CEQA Guidelines Sec. 15302), and Class 4 (CEQA Guidelines Sec. 15304)
Reasons for Exemption
The Project is categorically exempt from CEQA under Class 1 (Existing Facilities) because it involves the repair and maintenance of existing District sewer facilities with no expansion of use; Class 2 (Replacement or Reconstruction) because lining and point repairs would replace portions of existing sewer mains in their existing locations with facilities of the same purpose and capacity; and Class 4 (Minor Alterations to Land) because it involves minor trenching and backfilling for point repairs, and all disturbed surfaces would be restored. None of the exceptions in CEQA Guidelines
Section 15300.2 apply.
