Document Description
BRUELLA ROAD AND PELTIER ROAD RESURFACING Project Description Project Location: Bruella Road: Peltier Road to Acampo Road; Peltier Road: 99 Frontage Road East to Bruella Road. See attached Vicinity Map. Project Justification: Peltier Road was constructed in 1930 (16 feet wide by 1 inch oiled top course over 5-inch base course). Peltier was widened by County maintenance forces from 16 feet to 22 feet, structural section and date is unknown. Peltier (22 feet wide) was resurfaced in 1970 with 0.25 feet of asphalt concrete. Since then, County maintenance forces have placed periodic chip seals. The roadway was widened from 22 feet to 24 feet and resurfaced in 2002. Peltier Road was most recently crack sealed in 2025 from State Route 99 to Bruella Road. Bruella Road’s construction date is unknown. In 2002 Bruella Road was resurfaced with 0.25 feet overlay. Within the specified project limits, the prevailing condition of the pavement surface is characterized by potholes and cracking. Scope of Work: The project will consist of: 1. Resurfacing existing roadway Bruella (22 feet wide) and Peltier (28 feet wide) with 0.25 feet Hot Mix Asphalt (Type A). 2. Constructing tapered HMA edges to protect the edge of pavement. 3. Repairing pavement structural failure areas with full depth 0.50 feet of Hot Mix Asphalt (HMA) (Type A). 4. Replenishing the existing graveled shoulders with 4 to 6-foot-wide Shoulder Backing, comprising 2 feet to 4 feet at an 8% slope and 2 feet designed to conform. 5. Performing earthwork where the shoulder's elevation is higher than the pavement. 6. Applying Penetration Treatment along the inside of the curves and at all intersection radii plus 50 feet or to conform. 7. Constructing 8 feet HMA (Type A) driveways. 8. Removing and replacing existing cross pipe: 12-inch Corrugated Metal Pipe (CMP) located in Peltier Road 1,177 feet west of Bruella Road. 9. Installing side-road ditches in some areas to improve drainage. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
