Document Description
FRISBEE LANE AND WAYNE COURT RESURFACING
Project Description
Project Location:
Frisbee Lane: McKinley Avenue to Watters Road; Wayne Court: South End to Frisbee Lane. See attached Vicinity Map.
Project Justification:
The original construction date and method of the roads for this project are unknown. Per survey records, the west half of Frisbee Lane was shown as an unnamed 40-foot right-of-way in 1944. The east half of Frisbee Lane and Wayne Court were constructed as part of the Blue Grass Estates subdivision in 1978. The roads have been periodically chip sealed by Road Maintenance with the most recent application occurring in 2018.
The existing pavement has a fair amount of surface cracking (block, transverse, longitudinal, alligator), minor distortion in wheel tracks and isolated areas of structural failure.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadways (22-32 feet wide on Frisbee Lane, 32 feet wide to a cul-de-sac on Wayne Court) with 0.17 feet of Hot Mix Asphalt (HMA). No paving fabric will be used.
2. Repairing all pavement structural failure areas with full depth 0.50 feet of HMA.
3. Constructing HMA driveways and frontages 8 feet in length from edge of pavement.
4. Placing 4 feet wide gravel shoulders on both sides: 2 feet (8% slope) and 2 feet to conform.
5. Apply Penetration Treatment at all intersection radii plus 50’ or to conform.
6. Professional Land Surveyor verifying monuments in the field and advising placement of four (4) survey monument boxes and adjusting two (2) survey monument boxes to finished grade.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
