The Project is exempt because the project is being undertaken to prepare for and mitigate future emergencies similar to those that have occurred in the project vicinity in the past five years. In 2020, the CZU Lightning Fire resulted in a declared emergency, and in 2021, a statewide emergency was declared due to drought. The exemption applies to projects that address events that have a reasonable probability of happening in the short-term.
