Document Description
The City updated its Transportation Analysis Guidelines to establish a consistent framework for evaluating transportation impacts associated with development projects. The update includes non-CEQA Traffic Impact Analysis procedures developed by the Public Works Department to evaluate effects on the safe and efficient operation of the local transportation system, as well as updated California Environmental Quality Act (CEQA) transportation-analysis procedures addressing vehicle miles traveled (VMT) thresholds, screening criteria, modeling methodologies, cumulative impacts, and potential mitigation measures. The Guidelines establish a VMT threshold of 15 percent below the applicable average for residential and employment projects, with separate evaluation criteria for regional retail and mixed-use projects, and provide screening criteria and procedures for project-specific VMT analysis when required.

Notice of Exemption

Exempt Status
Other
Type, Section or Code
Section 15061 (b)(3) - Common Sense Exemptions
Reasons for Exemption
Under this exemption, where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The proposed action establishes procedures, thresholds, screening criteria, and technical requirements for evaluating transportation effects associated with future development applications. It does not approve any development project, authorize construction, modify land-use designations or development standards, increase development capacity, fund or authorize transportation improvements, or commit the City to any particular physical project. The updated Guidelines are procedural and analytical in nature and will be used to evaluate future projects based on project-specific information and substantial evidence. Accordingly, adoption of the proposed General Plan amendment and updated Guidelines will not itself result in a physical change to the environment, and it can be seen with certainty that there is no possibility that the proposed action will have a significant effect on the environment. In addition, future development projects and transportation improvements will remain subject to CEQA and will be evaluated on a case-by-case basis, based on project-specific information and substantial evidence, to determine whether additional environmental review is required. The updated Guidelines will provide a framework for evaluating transportation effects, including vehicle miles traveled (VMT) as required by CEQA, as well as other transportation considerations addressed by the Guidelines.
