Reasons for Exemption
The Zoning Ordinance amendment is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), which provides that a project is exempt when it is covered by the Common Sense exemption that CEQA only applies to projects which have the potential for causing a significant effect on the environment and does not apply where it can be seen with certainty that there is no possibility of a significant effect. The amendment is limited to establishing an RMP Overlay District and modifying review procedures and noticing requirements for uses that are required to prepare an RMP.
