Document Description
Eastern Municipal Water District's (EMWD) Perris Valley Regional Water Reclamation Facility (PVRWRF) utilizes a biofilter to collect and treat foul odors associated with the plant's treatment process. The biofilter is a four-cell structure that has a combined surface area of about 40,000 square feet. It can treat up to 105,000 cubic feet of foul air per minute. Currently, the biofilters are experiencing poor distribution of foul air due to degradation of the rock diffuser media layer and its impacts to the diffuser lateral pipes. Scope of work for the proposed project would include the removal and replacement of the rock diffuser media layer as well as repairs to the diffuser lateral pipelines. Beneficiaries of the project are EMWD ratepayers

Exempt Status
Categorical Exemption

Reasons for Exemption
Implementation of the proposed project would result in repair, maintenance, and minor alteration of existing biofilter used for odor control at the PVRWRF. The removal and replacement of the rock media layer as well as rehabilitations to the diffuser lateral pipelines would not increase the capacity of the biofilters but would allow them to continue to treat the foul odor emits by the treatment process. The project is a rehabilitation project and is not a result of an increase to the PVRWRF's capacity being increased.
