Document Description
Temecula Valley Regional Water Reclamation Facility (TVRWRF) Plant 3 is currently experiencing intermittent failures in the membrane bioreactor mixers (MBM). This was found to be a result of sever mixer corrosions from a faulty grounding system. Electrical issues at Plant 3 were also found, including potential bonding issues with the aluminum handrailing around the MBR basins, tripping of ground fault circuit interrupters (GFCI) which damaged onsite wastewater samplers, and return activated sludge SCADA hardware failure. The scope of work would include installation of sump pumps to discharge drainage and groundwater infiltration and the upgrade to existing electrical panel with isolation transformer and GFCI protection for wet location application. These upgrades would eliminate potential safety hazards within six electrical vaults and stop infiltration from entering the interconnected conduits and below grade electrical panels. Beneficiaries of the project are Eastern Municipal Water District TVRWRF staff and ratepayers.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
15301
Reasons for Exemption
Implementation of the proposed project would result in the repair, maintenance, and minor alteration of the existing facility with negligible expansion of the existing use. The electrical equipment at TVRWRF's Plant 3 is already existing and repairs would be made to allow it to continue running as well as reduce potential safety hazards to EMWD staff. The existing use would not be extended, as the mechanism would be replaced with new ones to maintain service.
