The project is eligible for exemption under CEQA Guidelines Section 15301 - Existing Facilities because the project is limited to repair, maintenance, licensing and operation in an existing structure and construction is not limited to interior alterations for code compliance and upgrades. Section 15300.2(f) Historic Resources Exception to the exemption does not apply because the project does not propose any changes to the exterior of the building and will preserve all character-defining features of the structure and there are no exceptions that apply to the exemption. Therefore, the project is exempt.
