Document Description
The purpose of the Project is to repair a failed storm-drain culvert serving the Whitney Drive drainage system near 745 Whitney Drive, South Lake Tahoe, El Dorado County, California. The existing 18-inch corrugated metal pipe failed at its connection point to a drain inlet on Whitney Avenue, which has resulted in the loss of supporting soil and the development of two voids/sinkholes beneath the roadway and along the property line of 745 and 749 Whitney Drive. The Project will involve temporary isolation of the culvert outlet with a coffer dam, dewatering of nuisance water, excavation and removal of the failed pipe and associated debris, replacement of approximately 100 linear feet of 18-inch CMP with 18-inch High Density Polyethylene pipe, connection of the new pipe to the existing drain inlet. repair of the former inlet connection, removal and replacement of a rock riprap apron at the point of discharge to Lake Tahoe, and restoration of temporarily disturbed areas.

Notice of Exemption

Exempt Status
Emergency Project
Type, Section or Code
Sec. 21080(b)(4); 15269(b)(c)
Reasons for Exemption
The Project is necessary due to a sudden, unexpected occurrence, involving a clear and imminent danger, demanding immediate action to prevent or mitigate loss of, or damage to, life, property, or essential public services. Emergency repair of the failed culvert before the onset of winter precipitation will prevent stormwater runoff from exacerbating existing soil subsidence, which could undermine the roadway and adjacent public and private improvements, create damage to public and private property, and create a potential public-safety hazard. Per California Code Regulations, Title 14, § 15269, the Project consists of an emergency repair to public service facilities necessary to maintain service and a specific set of actions necessary to prevent an emergency.
