The project was previously evaluated through a Mitigated Negative Declaration adopted on September 20, 2017, for Conditional Use Permits 16-013 through 16-013-18. Pursuant to State CEQA Guidelines Section 15162, no subsequent environmental document is required because the proposed amendment would not result in new significant environmental impacts, substantially increase the severity of previously identified impacts, or require major revisions to the original environmental analysis. The Environmental Science Associates Findings of Consistency Letter concludes that the proposed amendments are consistent with the environmental conclusions previously adopted for the project.
