Document Description
The Public Safety Campus Project (Project) consists of three primary components: (1) development of a Public Safety Campus (PSC); (2) construction of a Corporate
Yard Fueling Station (CYFS); and (3) tenant improvements at existing civic center facilities throughout the City. These improvements would accommodate a range of
civic uses identified in the City's Capital Improvement Plan (CIP) and are intended to enhance emergency response capabilities, improve operational efficiency, and
support the City's growing public safety and municipal service needs as the City continues to grow. The Project also includes improvements to a drainage culvert and
roadway improvements on nearby streets. The Project would encompass approximately 60.37 acres at various locations throughout the City.

Notice of Exemption
Exempt Status
Statutory Exemption
Type, Section or Code
Section 15183, Project Consistent with a Community Plan or Zoning
Reasons for Exemption
The Project is consistent with the land uses identified for the PSC Site, CYFS Site, and the Existing Civic Center Tenant Improvements in the MoVal 2040 GPU. The PSC Site has an existing Land Use designation of R5 Residential, R10 Residential, R15 Residential, R20 Residential, and Parks/Open Space, and a Zoning designation of R5 Residential, RS10 Residential Single Family, R15 Residential, R20 Residential, and Open Space. The PSC would be permitted under the existing uses and zoning designation and would not require a GPA or Zone Change. The CYFS Site has a land use and zoning designation of Public (P). The CYFS would be permitted under the existing uses and zoning designation and would not require a General Plan Amendment or Zone Change. Additionally, as the tenant improvements would be retrofits to existing infrastructure, they would not require a GPA or Zone Change. The PSC Site would develop a new public safety facility with associated circulation improvements, fencing, landscaping, and stormwater features, which is within the assumptions of the land use and growth projections of the General Plan. The CYFS Site would consist of a new aboveground fueling facility to support the City's growing municipal fleet demands and ensure stable emergency fueling capabilities for critical operations. The tenant improvements would retrofit existing infrastructure and support the long-term growth of the City. Therefore, the MoVal 2040 GPU adequately anticipated and analyzed the impacts of this Protect, identified applicable mitigation measures necessary to reduce impacts of the Project, and the Project implements the applicable mitigation measures. The Project, therefore, qualifies for an exemption from additional environmental review as set forth in CEQA Guidelines Section 15183.
