Reasons for Exemption
The City of San Diego determined that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Existing Facilities) and Section 15303 (New Construction or Conversion of Small Structures). The exceptions pursuant to Section 15300.2 do not apply. The project consists of legalizing and modifying existing retaining walls associated with an existing single dwelling unit. All work is limited to existing disturbed areas. Section 15301 applies to the permitting and minor alteration of existing facilities, and Section 15303 applies to small accessory structures such as retaining walls. Therefore, the use of these categorical exemptions ls appropriate. The site is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
