Document Description
The purpose of this Project is to provide wastewater service to the Islamic Center of Jurupa Valley, a mosque located immediately adjacent to, but outside Jurupa Community Services District service area. The mosque currently relies on septic system for wastewater service because although the mosque is located within the Santa Ana River Water Company (SARWC) service area, the SARWC does not provide wastewater service. The proposed Project would install a new sewer main line to facilitate wastewater services to the mosque, eliminating its reliance of the existing septic system.
The Project includes the installation of a new 8-inch diameter PVC sewer main line from an existing manhole, within the intersection of Etiwanda Avenue and 50th Street, to approximately 490 linear feet (LF) west, along 50th Street.
The Project consists of trenching, backfill and compaction work to facilitate the installation of the sewer pipeline connection to JCSD’s existing sewer system. Restoration of surfaces to their original condition will be performed as well as protection of existing above and below grade facilities and utilities.
Beneficiaries of the Project are the Islamic Center of Jurupa Valley a Jurupa Community Service District customer, and the mosque congregants.

Reasons for Exemption
The project’s installation of a new approximately 490 LF 8-inch diameter PVC sewer main line is further categorically exempt from CEQA under the Class 3 exemption set forth in State CEQA Guidelines §15303, which exempts the “…construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel. Examples of this exemption include, but are not limited (d) water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.” Here, the new PVC sewer main line is a small facility of reasonable length to serve the mosque. (CEQA Guidelines §15303(d).
Finally, none of the exceptions to the categorical exemptions apply here. The Project will not have any cumulative impacts; there is no reasonable possibility that the Project will have a significant effect on the environment due to unusual circumstances; the Project does not affect any scenic highways or historical resources, and it is not located on a hazardous waste site.

Reasons for Exemption
The proposed Project entails the installation of a new approximately 490 LF 8-inch diameter PVC sewer main line.
The Statutory Exemption set forth in PRC §21080.21, exempts “…any project of less than one mile in length within a public street or highway or any other public right-of-way for the installation of a new pipeline or the maintenance, repair, restoration, reconditioning, relocation, replacement, removal, or demolition of an existing pipeline.” Pipeline under this statutory exemption includes subsurface facilities but does not include any surface facility related to the operation of the underground facility. The proposed project is entirely within public ROW and the total length of the new sewer main line is less than one mile. Thus, the exemption set forth in PRC §21080.21 is applicable to the project.
